Spend Money on Art or Poverty

Since ancient times, art has been playing an essential role in people's lives. People have given a huge importance to art and it still protects its significance today. As a consequent, governments spend some of their budget on art and people allocate their time, energy to art. However, it is contentious that notwithstanding hunger and poverty, should money and time be spent on art? In order to find a logical answer, we should consider both the importance of art and needs of people.
